ICER History

Founded on July 25, 2003, the Iloilo City Emergency Responders, a response unit composed of both paid and volunteer staff, tasked to cater and respond to emergencies within the Iloilo City area of responsibility, it was founded together with the Iloilo City Crisis/Disaster Management Office, and acted as the in-house emergency responder of the latter.

Upon its creation ICER was composed only of six persons, namely; Launcelot Abanio, Darwin Joemil Papa, Eugene Lamasan, Philip Balmores, Randy Pleñago, and Robby Natividad; the six started the operation of ICER utilizing only basic improvised rescue and medical equipments. Nevertheless, the lack of proper equipment did not hamper the operation of the unit, it even pushed the pioneer members to seek more knowledge and expertise in specialized response fields to further enhance their knowledge and confidence in responding to emergencies.

2010, seven years after its foundation, and after having braved storms, fires, vehicular accidents, bombings, several other major incidents, and after braving a tough, dangerous, and more often deadly and hard-laden path, the Iloilo City Emergency Responders, its pioneers, team leaders and members have gone the distance, and have proven themselves worthy to be called the chosen few.

After seven years of hardships and trials, ICER has developed its ranks and personnel, at the moment there is around 150 volunteer and paid staff that are giving their precious time and energy for the safety of the citizens of Iloilo City.

ICER Anti-Dengue pilot operations

On November 12, 2011, The Iloilo City Crisis / Disaster Risk Reduction Management Office or also known as ICER for short orIloilo City Emergency Responders, made it's Pilot Operations on Anti-Dengue Campaign at Brgy. San Jose, City Proper, ILOILO CITY. This was choosen to be made it's pilot operations as to fight against dengue. This said barangay had confirmed victim and ask to be the first on this operation against dengue. ICER made this documentary and pulled out a team to cover this event. ICER media team initially composed of Zynie Dignadice, Florabelle Malaygay, Bernadino Paniergo, Benny Joe Garcia and Eb Blair Peñaranda to shoot video and photos to this event with supervision of Engr. Jose Papa (Officer in-charge), Darwin Papa (Medical Response Officer) and Aicila Plenago (Operations Officer). Also on the location are ICER volunteers and staffs.

9 victims pick-up and taxi accident in Jaro, Iloilo


Last April 2, 2011, ICER received a call that a taxi and a pick-up truck full of passengers collided in Commission Civil, Jaro, Iloilo City. Three ICER ambulances rushed to the scene, as well as two striker-owned vehicles.

The pick-up truck consisted of seven passengers, while the taxi has four (each including their respective drivers).

Four of the seven passengers of the pick-up truck sustained injuries, while the other three were spared. However, all of the passengers of the taxi were injured.

ICER asked for assistance from the Bureau of Fire Ambulance and the Philippine Red Cross Ambulance to transport the injured to the different hospitals.

ICER Emergency Hotline Awareness


The Iloilo City Emergency Responders is in full scale on the emergency hotline awareness this last week of February 2011 for radio public service pluggings, distribution of flyers and disking away emergency hotline stickers in different parts of Iloilo City. In this line, ICER have Cable TV plugging as of February 16, 2011 at Cable Star Channel 17 and ADG (Ang Dios Gugma) Channel 43 in Cable Star and Channel 42 in Sky Cable on February 24, 2011 and radio pluggings as first batch radio station approve and presently plugging are Easy Rock 92.3, Love Radio 97.5, IFM 95.1, Shine Radio 105.1, and Z100 (100.7) in February 24, 2011, Thursday. As talks goes on at Loud TV 72 (Sky Cable Channel 72) ICER is working out to have fillers and pluggings. As of February 23, 2011 radio station presently awaiting for approval are Aksyon Radyo 720, Super Radyo 1323, RMN News 774 Iloilo, 93.5 Ayos, Mellow 88.7, GMA TV 6 and GMA News TV 28UHF. ICER also has initial talk proposal at Journal Visayas Newspaper, Panay News and Hublas Newspaper.

Also this weekend Saturday (February 26,2011) at around 8am on Z100 News-Talk program,ICER will be interview about emergency where to call, what to do in any emergencies, even answers frequently ask questions... Tune-in this Saturday on Z100 at around 8-9AM.

Initial talks also having ICER staff especially the first five who started ICER way back in 2003 as guest at Cable Star's Morning Show on Channel 15 with in the next few weeks. Cable Star's Morning Show shows every Monday, Wednesday and Friday from 9am-11am on Cable Star Channel 15.

This awareness aims to boost ICER's immediate responces in the area of responsibility of Iloilo City thru ICER HOTLINE 335-1554. This is also aims to let aware the people that ICER is free of charge.
