Sambag head-on collision accident at noon

Just after pulling out from WVSU Medical Center from the drowning case last March 26, 2012 at around 12noon. Dispatch received a radio transmission from a TMTRO personnel based in Sambag, Jaro, that there is a vehicular accident involving a pick-up and a passenger jeepney with passengers on-board. The informant reported that there were multiple victims and the driver of the jeepney was pinned down on his vehicle. The jeepney was going towards Pavia while the pick-up was going towards Jaro Plaza. It was reported that the jeep tried overtake 3 or 4 vehicles based on the eyewitness accounts. Rescue 1 ambulance was dispatched to location together with Medic2 which came from all the way from the base station.

Upon arrival, Rescue 1 crew initiated crowd control and identified the patients. Rescue 1 team then quickly assessed the trapped driver. Upon inspection it was noted that his legs were trapped against the steering wheel and his driver's seat. The jeepney passengers were assessed upon the arrival of Medic 2 ambulance loaded with two teams and a MCI(Mass Casualty Incident) KIT to accommodate the numbers of patients reported. However, it was later realized by the teams that the reported patients sustained only minor injuries, namely bumps and bruises, which did not warrant the dispatch of an MCI Team. No patient were transported by the team due to refusal for transport by the patients.

Drowning in San Isidro

 March 26, 2012; 11:00 am ; ICER dispatch received a call from Jaro Police Station, about a boy that went The team waited for confirmation from the police on the veracity of the information, after a few minutes, the police team on the area confirmed the incident, upon receipt of the confirmation, ICER Rescue1 was dispatched to the scene together with other rescue volunteer groups. By now, it was confirmed  to be drowned. Some locals residents were looking for the boy in another area with the belief that the boy was carried upstream by the current brought about by the tide. However the composite team from ICER and MT. Tigers Inc. refused to believe that the boy was carried away and decided to conduct a search on the area where he was last seen. While the composite rescue team prepared for the search and rescue operation, the boy's grandfather who was still in the general area where the boy was last seen shouted "I found him!!!". The composite rescue teams quickly took the limp body of the boy and loaded him to the spine board and began performing CPR (cardiopulmonary resuscitation) to try recirculating oxygenated blood in the boy's body. At around 11:45am nearly an hour from the time the team was activated. The team have already recovered the boy, loaded him into the ambulance and transported the patient to the nearest hospital, namely (WVSU Medical Center). However he was pronounce DOA in the emergency room after being attached to an ECG (electrocardiograph) and registered a flat-line after a few minutes at WVSU Medical Center.

New City Hall Earthquake Drill

March 16, 2012; Employees of the Iloilo City Government stationed at the New City Hall, held an earthquake drill to test the preparedness of the employees in case another large magnitude earthquake hit Iloilo City. Casualty evacuation was also tested after the evacuation drill to measure the length of time that it will take search and rescue teams to find and rescue possible trapped victims.


The scenario: An ordinary office day in the New City Hall everything was routine when suddenly, an earthquake shook the city with magnitude of 8.0. In the New City Hall employees were evacuated successfully in a span of 6 minutes, however a few employees fell victim to toppling cabinets and fixtures. After all occupants were evacuated, the ICER team was dispatched to conduct search and rescue. The victims were found and loaded to the spine board while others were carried down to the evacuation area at Plaza Libertad just across the new City Hall. It took the team around 15 minutes to evacuate patients using the available staircases.


The drill was evaluated and critiqued for improvements and recommendation on how to evacuate the building quickly.

Stroke at Custom House

A call came from the Iloilo Custom House at around 5:15 in the afternoon. A possible stroke patient was reported by the custom house personnel. ICER quickly responded on foot to the scene as it was only a stone's throw away from the office and there was no available ambulance due to multiple calls at that exact same instance. Upon arrival, the guard on duty informed the team that the patient is upstairs. The team then proceeded to the second floor and saw the patient sitting. The team assessed the patient and obtained vital signs. The team then informed the office that it's a possible stroke due to the signs and symptoms manifested and given by the patient and his family, the team then requested dispatch to prioritize their patient requesting for an immediate ambulance diversion to transport the patient to St. Therese Hospital.

Kahalunan MVA

On March 23, 2012, 5:00pm,  Medic2 was stationed in SM City for the TV5 Kanta Pilipinas Audition. A report was received about a motorcycle vs motorcycle crash near Forest Lake Cemetery in Mandurriao. ICER Medic2 team was at the audition at that time and was requested if they could take a call due to multiple call at that time. Upon arrival the team noted that the two vehicles were not heavily damaged. Upon inspection and assessment they found out that only one of the drivers sustained injuries, they found him sitting on a waiting shed which was about 12 feet away from his bike. He was complaining of  pain on his right shoulder and of a few scrapes and abrasions on his legs. The patients mother was present at the scene and requested the team to take his son to the nearest hospital which is Western Visayas Medical Center in Mandurriao, the Medic2 crew informed dispatch about the situation and the choice of hospital. However upon verification by dispatch WVMC is not able to receive the patient due to problems with their x-ray machine which was currently non operational and under repair. The team talked to the mother if what is her second hospital of choice. She answered, Iloilo Doctors' Hospital. The team then informed dispatch about the patients choice and requested them call the hospital for verification. Upon acceptance the team proceeded with the transport.

Emergency at MV Hechanova at 3:45am



March 25, 2012; 3:45 am , a Barangay Tanod at Brgy. MV Hechanova, Jaro, called for emergency assistance. ICER Medic3 was dispatched to the scene. Upon arrival they found the patient conscious and already seated, and just survived a victim of motorcycle crash.  Upon further assessment they found out that he sustained multiple abrasions on his arms and knees, bleeding was also noted on his nose, and a possible spinal injury due to the mechanism of injury. C-Spine control was performed, injuries managed and was then brought to Iloilo Mission Hospital for further treatment.

Guzman Accident





March 23, 2012. A call from Mandurriao Police Station was received at around 11pm regarding a motor vehicle accident that occurred at Guzman St., Mandurriao which resulted into multiple injuries to the driver. ICER Medic2 rushed to the scene but half way to the area, ICER dispatch advised the team for a change in location and instead to proceed to Mandurriao Police Station, the police personnel on duty brought the patient to their station. Upon arrival, the team assessed the patient for injuries, upon assessment, several injuries were noted, namely; a laceration of about 1 inch at top of the head, and lacerations at the left leg. After awhile the family of the patient arrived at the station and requested the team to transport the patient  to Western Visayas Medical Center (WVMC), however the said hospital informed dispatch that their x-ray machine is currently non-operational, and signified that they would not be able to provide proper treatment and care to the patient. The patients family, upon hearing of the information decided to take the patient to WVSU Medical Center in Jaro.

Jereos Collision







March 21, 2012. Two motorcycles collided at the corner of Jereos and Gustilo St. in La Paz at around 8:30pm. Upon arrival the team gathered information about the incident, and found out that the two motorcycle slammed  into one another. 


The ICER team found two patient, one was found lying on the street with obvious signs of alcohol consumption. Upon noting the mechanism of injury, C-spine control was performed, C-collar was applied, and the patient was immobilized in the backboard and loaded into the ambulance for further assessment. While the other one sustained only minor injuries. 


ICER team advised the first patient that he needs to be taken to the hospital for further medical and trauma treatment. But the patient refused and asks only to be taken home to its residence, the team explained to the patient the consequences of his decision, and was given the patient refusal form to read and sign.

Roll-over in-front of Police Station One in Gen. Luna








Last March 26, 2012 at around 3:30 in the morning, Police called through radio requesting emergency assistance regarding a vehicular accident which occurred outside police precinct one at Gen. Luna St. City Proper. According to the report a car rolled over the road and ended up on its roof with three persons onboard. ICER Medic3 and Rescue One Units were dispatched to the incident.


Upon arrival, the team found the vehicle on its roof, with the driver and two passengers already out of their vehicle. The three survive the crash without sustaining serious injuries due the luck, and the proper use of seat belts. 


The vehicle was thrown about 20 meters from the initial impact at center barrier. The driver said he tried to avoid a dog by quickly turning the steering wheel, however he lost control due to unknown circumstances.


Alcohol consumption was noted on the driver and passengers.

Stabbing incident in Calumpang





March 22, 2012, Molo Police Station called for emergency assistance through emergency radio at around 9pm regarding a stabbing incident at Calumpang, Molo. ICER Rescue Ones ambulance rushed to the area to provide assistance, on the way to the call the team intercepted the police patrol with the patient onboard. Upon assessment the team found out that the patient had sustained a laceration of about 2 inches on his left arm. The ambulance crew controlled the bleeding and packaged the patients injury and advised him to be brought to the hospital for further medical and surgical treatment. However the patient requested to be brought to Molo Police Station to file an complain against the suspect.
