Stroke patient brought to ICER at Iloilo Freedom Grandstand and rush to the nearest hospital

Last year, ICER held the Disaster Simulation Drill in-line with Disaster Preparedness Month on July 25. The simulation was a test on the actual response time to getting to the accident area in rapid time. The scenario involves with multi cab loaded with passengers and thrown out a lot of passengers on the sides, a taxi driver was pin down also at the scene, but no passenger on board at the time of the accident. Also involve on the scene, a tamaraw FX hit the front left side of the taxi and the driver knock unconscious. And finally, a tricycle also hit both tamaraw FX and the taxi making the tricycle sandwich by the two vehicles.


ICER informed all rescue groups around Iloilo City to proceed to the multiple vehicular accident area includes Mountain Tiger, Tiger Shark, Philippine Coast Guard Auxiliary, Philippine Coast Guard K9 team, WVCST Savers, Iloilo Citizen Action Group, Federation Fire, Philippine Red Cross, Trinity Ambulance Service and other rescue groups. Also Traffic helps secure the route and Police maintain order at the area. ICER immediately proceeds to make designated triage area. One by one rescue groups brought the patient on the triage area. ICER team and other rescue group that have ambulance brought the patients to the nearest hospital to treat the injured.

After the simulation drill, all rescue groups involve gather for debrief if any is locking on the response plus reactions poured-in and answered by ICER. Positive critic accepted and also helps if any scenario arrived. (ebsp)



The first ICER Urban Challenge was a success in-line with last year’s ICER 2011 Anniversary held July 29. ICER first Urban Challenge was different stations to be accomplished by 7 competing groups who joined. The first station was a puzzle station that the competing groups will assemble the clue to head to the next station. Some stations had two chooses to head to two different locations to be accomplished. Other station, have difficult task to sell fish in the wet market. Some of it had to complete the PCR with patient assessment provided with situation. Some stations include rappelling and spine boarding. And some of the station is tricky and out this world task to be completed. And also a test of agility by swing 2 laps in the Olympic size swimming pool. The event starts at around 7 in the morning at Jaro Plaza and ends at Iloilo Freedom Grandstand. The warding ceremony was held at the evening of the said date. Team Bukaw won the first ICER Urban Challenge. ICER promised to have a lot more exciting task stations on the next Urban Challenge in July 2012. Last April 30, 2012, ICER already layouts the 2nd ICER Urban Challenge will be held this July 2012 and more surprises await the new challengers. (ebsp)

Fire at AIMS Merchandising in Quezon

Today, June 17, 2012 at 3:30pm, a fire call radio in by JB Lucky Fire Volunteer to ICER a huge smoke from a building in Quezon Street. He was passing by at that time when he saw a huge smoke. As most emergency volunteer and rescue groups have connecting frequencies to different organization, some Federation Fire Volunteer ask if where is the fire call. Somebody replied the fire call was in-front of PS Bank in Quezon Street at the building of AIMS Merchandising. ICER Medic 3 Ambulance pulled out and proceeded at the said location. Medic 2 Ambulance also proceeded at the location with RALS (Remote Area Lighting System) to provide lighting inside the building if in need. On the scene, Federation Fire, ICAG and BFP fire trucks position in-front of the building. While some BFP penetrator position at the back part of the building. And one of ICAG team proceeded to the left building that it much higher to fight the blaze at the roof to gain entry. EMS team scattered throughout the area to help fire fighters if in need. Some ICER team also assists some fire fighter and fire volunteers to fight the blaze. Few team of fire fighters gain entry at the second floor but came down as the fire still ranging. On the other side of the building and on the roof tops, reports only white smoke was seen and no fire was at present after ten minute from the start of the fire call. Then it was focus on the second floor on fighting the blaze and no possibility to spread on the other building. BFP call under control at around 3:50pm and scattered rain then continue within few minutes. And continue fighting the fire until 5:45pm as it declared fire out. Investigation is under way, BFP Arson Investigator said. (ebsp)



Motorcycle Accident in Arevalo

Today, June 17, 2012, at 5:00 pm, while the fire call at AIMS merchandising is still at blaze. A call from Arevalo Police called in to a motorcycle accident at Hi-way Arevalo with one tri-cycle and a motorcycle was involved. ICER Medic 2 Ambulance was dispatch from the fire call and proceeds to the MCA. Upon arriving two was lightly injured at the scene, the driver of the tri-cycle and the child riding along at the tri-cycle. The driver and the passenger of the other motorcycle fled away from the scene as the witness and victim informed the authorities. The child sustained concussion at his forehead and the driver had small laceration at his right foot with possible slight dislocation in his right hand. Both patient given medical care at the scene but refusal to be transport to hospital and sign the refusal form. (ebsp)

Gen. Hughes Accidental Burn

Last June 14, 2012 at pass 5:00 in the afternoon, a call from Gen. Hughes City Proper called a child burned by accident with a cooked “damog”. ICER Rescue 1 arrived at the scene; folks informed the crew that the patient is playing when he accidentally didn’t saw the cook “damog” and rolled over his body. The child immediately given medical attention, flash down with plain NSS and wrap with plastic to prevent other infection. The crew informed base the patient sustained first degree or superficial burn. But as EMT-Advance and documentor, I informed the team leader that the patient suffers from partial thickness or second degree burn. Second degree burn consists with blisters, intense pain, white to red skin and moist and mottled skin. The patient brought to Western Visayas Medical Center in Mandurriao to seek more medical treatment. (ebsp)

Driving without safety gear and under the influence of alcohol

Driving without safety gear and under the influence of alcohol are the most common causes of accidents and most cases involves motorcycles.

ICER ambulance (Medic 3) responded to the incident after receiving a call through police radio regarding an accident involving 2 male victims onboard a motorcycle. In these photos you can see a motorcycle accident victim at Brgy. Bolilao Community Police Assistance Center (COMPAC) who sustained minor but painful abrasions after an accident a few meters away from the COMPAC.

Te victim’s companion was lucky without any injury acquired after the crash. The injured one was treated by the crew with first aid and refused to be taken to the hospital for further medications; therefore the two were only turnovered to the police on duty. (ICER-036)


2 patient,1 refuse to medical care in Molo Police Station

Two injured persons were reported by the Molo Police Station 4 which was involved on a commotion last June 13, 2012 at around 11pm. ICER ambulance (Rescue 1) then responded after the call from Freedom Grandstand to Molo Police Station 4.


The ICER response team arrived at the scene and found the other with a laceration on its forehead, the other 1 refused for medical assistance, knowing that the patient is intoxicated with alcohol. The team only rendered medical assistance on one patient and advised it for further medical interventions at a hospital of his choice. (036)

Construction Worker in Arevalo fall due to open wire


A call up for a first aid around eleven (11) in the morning of June 15, 2012 (yesterday), in Bonifacio St., Arevalo, Iloilo City. Our patient was a twenty (20) years old, a male and he is a construction worker. He accidentally touched the open wire in the post very near to the residential area where they are working. These caused him to fall on the ground, and have a multiple lacerations in different parts of his body. He has a deep laceration below his right eye, a burn on his right palm caused by touching the wire, a hematoma on his upper right arm, a possible dislocation on his left upper hand, and a laceration on her left feet. Our team cleaned his lacerations and applies a splint on his left arm and transports him to the hospital. (Jasp)

Blessing & Inauguration ICCC

The newly established Iloilo City Community College was inaugurated this June 14, 2012 (today) at around 10 this morning; councilors were present in the said event, and Joe III Espinosa inaugurated the ICCC (Iloilo City Community College) while Father Esperidion “Boy” Celiz did the blessing. Now not only the students of ICCC but the Iloilo community were very glad to Dr. Edgar “injap” J. Sia who is the man behind the success of Iloilo City Community College. The Medic 3 and technical team was assigned to look over the event, but luckily nobody called our assistance until the program ended. (Jasp)

Motorcycle Accident in Gen. Luna


Police on radio informed us regarding an accident at General Luna St., City Proper which involves 1 male victim with his motorcycle at around 12:15 in the early morning of June 14, 2012. ICER ambulance (Rescue1) and crew responded to the scene and found the victim unconscious at the center island of the road. The crew quickly loaded the victim to the spineboard after knowing that the victim has landed on area infested by ants.

The victim sustained only few abrasions but hasn’t regain total consciousness, but besides the fact that the victim was obviously intoxicated with alcohol, ICER ambulance crew decided to take the victim to the hospital to secure its conditions. (ICER-036)

Jose Papa (Officer-in-charge) and Darwin Papa, EMT-A (Medical Response Officer) talks about responded calamities, vehicular accidents, medical emergencies and anti-dengue operations throughout the city and also disaster preparedness campaign that Iloilo City Disaster Risk Reduction Management Office caters.

Independence Day Medical Transport

Yesterday, June 12, 2012, as the whole country commemorates our Independence day, the Iloilo City Emergency Responders had multiple call-ups around 9:30 am. It started with a call from Hibao-an, Mandurriao in the northern part of Iloilo City, when a Traffic Aide reported a vehicular accident. Based on the report with a vehicle collided with an electrical post. Medic 2 was dispatched to the said location. Medic 2 ambulance was in the area of diversion road, traffic radio reported that they carried the patient through the ambulance. The reason is that they were pressured by the people on the scene to carry the patient without knowing that they might severely injure more the patient. While they were busy loading the patient on the police patrol, ICER heard another call in the same area (Medic 2 informed base to head back to base that the patient was carried already by the police patrol), the tri-sikad also known as pedicab for some others slammed by an SUV. The pedicab of tri-sikad was parking on the side while the SUV was looking to the accident area and not paying attention on his driving. ICER was called again to proceed to the area again. But ICER had another call-up at the same time when Medic 2 was pulled back to the base and proceed to Rizal for a medical transport. At the same time, Medic 3 was also proceed to a vehicular accident in Rizal just few blocks from the Medical Transport and Rescue 1 also had medical emergency in lapaz. Medic 1 had on standby in the Freedom Grandstand as the event in Plaza Liberdad commemorates by the City Government. Medic 2 quickly assesses the patient and learned that she was pregnant and felt dizzy and knock unconscious for several minutes. Medic 2 proceeded to Western Visayas Medical Center in Mandurriao as the folks recommended and informed base the patient condition and vital signs. Then after, Medic 2 ambulance proceeds to the recommended hospital. (ebsp)

The Upcoming 2nd ICER Urban Challenge

The up-coming 2nd ICER Urban Challenge is all set this coming July 21, 2012. Where calling all EMTs, EMS, rescue groups, emergency responders and trained rescuer to join the 2nd ICER Urban Challenge. This event is created to enhance skills in emergency management situations encouraging the responder on thinking on the fly and under pressure when handling emergency situations, and at the same time beating the speed and skills of other teams. Motorcycle side sweep by Villa Jeepney

Today at 10:30 in the morning, a Traffic Aide based in Asilo de Molo informed ICER that a man was side swiped by a jeepney and sustained multiple abrasions and deep lacerations in his left index finger. Medic 2 was dispatched to the accident scene. Upon arrival the team inquired from the traffic enforcer about the location of the patient. He told us that the male patient is at the guardhouse of Asilo de Molo. The crew approached the patient and found a deep laceration in his left index finger. Medical treatment was applied and vital signs were obtained. Multiple abrasions were also noted at the patients right rib and bruises in his lower extremities. The patients folks were asked if where is their hospital of choice, the latter told  the crew to proceed to Iloilo Doctors Hospital, the team informed the office to call Iloilo Doctors Hospital for pre-arrival notification and proceeded to the said hospital. Hit and Run Victim at in Villa Beach by a Motorcycle

A hit and run was reported by Arevalo Police and a male patient was on the scene with multiple abrasions. It was o June 5, 2012 at 11:42pm. Medic 2 ambulance responded to the location at Bonifacio, Arevalo. Medic 2 arrives at the scene and the crew assesses the male patient inside the ambulance. The patient had abrasions in the upper extremities and laceration in between occipital and temporal lobe on the right side. Intervention was made and the patient was stable even through the experience he had. After few minutes of the medical treatment Arevalo Police Station informed that the rider of the said motorcycle who side sweep the biker was on the police station together with the motorcycle. The driver of the motorcycle fled the scene and presume by the police station was “on the run”. Medic 2 ambulance proceeded to the police station and brought the patient / victim to blotter the accident. (ebsp)  

Sport Utility Vehicle Roll over in-front of Plazuela Diversion Road

A sports utility vehicle (SUV) was roll over in-front of Plazuela in Diversion Road, Mandurriao on the north bound lane. It was reported by one of the staff of Iloilo City Hall at around 7:00am on June 7, 2012. Medic 3 ambulance proceeded to the said location. Upon arrival at the scene, initial information was given by the patient who was driving towards the north on the north bound lane. A bike was crossing the Tabucan exchange in diversion road and he was avoiding in hitting the biker. He hit the center island in the process and roll over the north bound lane. In Medic 3 assessment, the patient had pain in left shoulder and multiple abrasions. He was brought to Iloilo Doctors Hospital after the crew completed the intervention and assessment. (ebsp)

Accidental Swept in Molo

June 5, 2012 a call from Molo Police Children’s Desk a minor female was accidentally side sweep by a tri-sikad driver. ICER Medic 2 ambulances preceded to the police station. The ambulance arrived around 5:30pm and assesses the minor female patient. The patient had abrasion on the right knee and elbow. No major injuries were seen upon assessment. In the middle of medical treatment, the ICER base informed all station that a fire calls in Guistilo, La Paz. After few minutes, Medic 3 pulled out and proceeded to the fire call location. Then Medic 2 crew finishes medical treatment to the female minor patient. Medic 2 informed base to proceed to the fire call. (ebsp)

Motorcycle Accident in Mega World Entrance Mandurriao

June 5, 2012 at 11:40am, ICER Medic 2 called up to a Motorcycle Accident in Mega World main entrance near Carlo’s Restaurant in Mandurriao. Traffic Management called for ICER to seek medical assistance. Medic 2 arrived at the scene after 6 minutes from the base in Iloilo Freedom Grandstand. Upon arrival to the patient the crew interview what happen with him. The patient told the crew that he slam at the back of a delivery van. The patient is a fast-food chain delivery boy base in Gaisano Capitol in Luna Street, La Paz. He had laceration in his right palm due to the steering bar of the motorcycle. No other injury was sighted. He also added that he gonna celebrate his birthday the following day. We recommend go slow and be safe when traveling. The company motorcycle was endorsed to the nearest establishment for safe keeping due to damage front suspension and a flat tire. (ebsp)

Gustilo La Paz Fire Call

A fire call was radio-in by La Paz Police asking for fire fighters and traffic to help ease the situation. ICER Medic 2 was still finishing applying medical treatment in Molo Police station for an accidental side sweep by a tri-sikad in a High School Student. ICER Medic 3 was pulled out to proceed to the fire scene. JB Lucky Fire Volunteers also preceded at the scene with Lemon 1 man the Fire Tanker. Due to congested traffic in Metro Iloilo, Medic 3 was trapped in-between. Medic 2 proceeded to the fire scene after the first call. Medic 2 proceeded via Nabitasan Bridge without heavy traffic and arrived before Medic 3 arrived. At the fire scene, the Medic 2 crew scattered to look for any possible patient and assist the fire fighter if needed. One of the crew reached at the fire scene and reported that fire is under control and the location is at a narrow walk path beside the Jaro River in the inner side of Gustilo La Paz. It happens at around 5:45pm last June 5, 2012. While some crew is assessing the fire scene, some crew reaches some households around the scene and assess due to hysterical behavior while Medic 3 arrived at the scene. The Bureau of Fire Protection declared fire out after several minutes. At 6:00pm the home owner arrived at the scene. She was approach by the patient who is residing with them. Both arrived and learned the situation and shown signs of shock. The crew quickly assesses and learned that the home owner was hypertension. The crew quickly reassesses and intervension was applied.  After both patient was stable after few minutes. Only one house was totally damage, BFP said. (ebsp)

Infante, Molo Accidentally Swept


June 4, 2012, around 10:00 am, police line called for a first aid at Infante, Molo, when we arrive we saw the patient sitting beside the road and crying, she was accidentally swept by a cab. I asked the driver of a cab, how the accident happened? He said he was running out of break that’s why he accidentally swept our patient. We assessed the patient, and she was claiming a pain on her left knee, and found out that it was injured, we apply traction splint to her knee to immobilize her leg, and we transported her to the hospital. Magsaysay Suicide Drama



A successful rescue on a suicide attempt near the gates of an exclusive school for boys in Magsaysay Village in La Paz, Iloilo City on June 1, 2012. It was called through ICER radio at around 12:15pm by a Federation fire volunteer who just happens to pass that area. Both Iloilo City Emergency Responders and Federation Fire proceeded on the scene, equip with rope rescue equipments, tower truck, rescue truck and ambulance. The male patient was in the early 20’s and had problem with his love life. Our 2nd in command climb the tree were the patient is attempting suicide. More than 15 feet from the ground was estimated. The patient had a rope around his neck and threatens to jump if any rescuers are coming closer to him. Base on the experienced and veteran rope rescue and advance EMT on the scene, the responsive to any questions by a suicidal patient had positive outcome. If the patient is not in any verbal or emotional response the patient is much closer to a real suicide. Sir Darwin, an EMT-Advance and Rope 1 rescue, attempt to established communication and was successful. After few minutes from the time he climb up, he convinces the patient to go down without any problems. The team also secures the patient on the ground and quickly assesses and brought to the nearest hospital for medical check-up. Also the guardian of the patient was also assessed and given first aid at the height of the event leading to a hypertension form the situation. Both were brought by the same ambulance on to the same hospital. (ebsp)
