ICER Mission - Vision

INTRODUCTION

Founded on July 25, 2003, the Iloilo City Emergency Responders, a response unit composed of both paid and volunteer staff, tasked to cater and respond to emergencies within the Iloilo City area of responsibility, it was founded together with the Iloilo City Crisis/Disaster Management Office, and acted as the in-house emergency responder of the latter.

Upon its creation ICER was composed only of six persons, namely; Launcelot Abanio, Darwin Joemil Papa, Eugene Lamasan, Philip Balmores, Randy Pleñago, and Robby Natividad; the six started the operation of ICER utilizing only basic improvised rescue and medical equipments. Nevertheless, the lack of proper equipment did not hamper the operation of the unit, it even pushed the pioneer members to seek more knowledge and expertise in specialized response fields to further enhance their knowledge and confidence in responding to emergencies.

2010, seven years after its foundation, and after having braved storms, fires, vehicular accidents, bombings, several other major incidents, and after braving a tough, dangerous, and more often deadly and hard-laden path, the Iloilo City Emergency Responders, its pioneers, team leaders and members have gone the distance, and have proven themselves worthy to be called the chosen few.

After seven years of hardships and trials, ICER has developed its ranks and personnel, at the moment there is around 150 volunteer and paid staff that are giving their precious time and energy for the safety of the citizens of Iloilo City.

It all started with a dare!

When then PNRC Iloilo Chapter Administrator Mr. Raul Garganera, asked Engr. Jose G. Papa, if he could put up a team to become Iloilo City's entry for the Regional Rescue Olympics, thus the ICE Responders was born and was originally composed of only six members, namely Launcelot Abanio, Darwin Joemil Papa, Randy Pleñago, Robby Natividad, Phillip Balmores, and Eugene Lamasan.

During the scenario and events practice for the competition, the combined knowledge and enthusiasm of the founding members resulted in fits of disagreement that sometimes to the eyes of the uninitiated bordered in enraged arguments. However without these constant arguments and word wars, there would never have been a team that performed like clockwork in the Rescue Olympics, and the same performance also bought the Championship Trophy for the team.

Firecall at Arevalo April 21 @ 11:40pm






A fire call receive at 20 minutes before midnight on April 21, 2010 at Arevalo. It was confirm after 5 minutes of two call from BFP main office and Police Station 6 Arevalo that a fire wake up the neighborhood and call the authorities. We arrive at 12:01 at the scene. We geared up for the rescue & medical and firefighting assistance for the call up. Upon arrival we set-up for the medical corner at the hi-way at the opening of the subdivision. And other team proceed at the scene for firefighting assistance and rescue personnels for any patient/s if injured and difficulty of breathing. After 50 minutes it was declared fire under control and confirmed that two houses where burned. One is partially burned and the other where totally burned.

Motorcycle accident at Boardwalk






One of our team was in Boardwalk on April 14, 2010 with a friend from a night stroll around 10pm. When suddenly heard her voice on the police radio that there is a motorcycle accident and need emergency team to proceed to the location. We geared up and rush to the location. We also deployed two ambulance on the scene. She also reported that has three patient on the scene. One is out of danger and two are severely injured. The one who is out of danger is the drive of the motorcycle. But the two are the back seat rider and the bicycle drive who has hit by the motorcycle. Upon arriving at the scene we immediatelly stablized the patient and load in the ambulance and proceed to the nearest hospital to seek medical treatment.

A drunk men take a fist fight in Mabolo, Iloilo City Proper



A drunken men take a fist fight and won a face blow laceration. The drunk patient never gave us the right or correct information on where he lives or what his purpose why he is in that area in Brgy. Mabolo, City Proper. The barangay captain called 117 for medical assistance with this patient. We access the patient and gave medical treatment. And the patient end up sleeping on the barangay hall until the patient returns to reality.

At the bounder of Jaro & Leganes Accident






On April 11, 2010 at around 5:45pm. We have report from the bounder of Jaro and Leganes that one person fall at the back of a owner type jeep while visiting his daughter after 16 years. This patient suffers fracture from both elbow. We access the patient condition and get vitals and stabilized both elbow and it's getting dark each moment. The road that we pass to the location is not yet concert. We have hard time to make it fast to get to the hospital when the patient slips away from conscious to unconscious. When we arrive at the hi-way, the patient goes to unconscious. Upon passing the jaro bridge with a not so good down slope, the patient back to conscious due to the pain on the down slop of jaro bridge until we arrive at Iloilo Mission Hospital at around 7pm. The patient conscious of the arrival and brought to the Emergency Room.

Noon time stroke attack


A person reported nearly falls in Molo Plaza, Iloilo by a auxiliary traffic police on the radio & through Emergency 117 caller that gets our attention and proceed to the said location. It was around noon time on April 11, 2010. When we arrive at the scene, we immediately access the patient condition and find out the he is suffering from stroke. Due to patient condition, we ask permission to take a look on his wallet and look for any information to know he is and where he lives. We found out that the patient is one of our former government employee under former Mayor Malabor. Also includes on his ID, info where he lives and immediately look for his folks or relatives on the area. After few minutes of searching for his relative. We told his son his condition and told him that we need to bring him to the nearest hospital for immediate action.

Earth Hour 2010 pix



The Team ICER observe Earth Hour 2010. We switch off our lights at 8:30pm. About one hour of switching off our lights. We save alot of energy. as our local power planet (PECO) reported we save almost 4MW of power that one hour only.

February 21, 2010 Paraw Regatta Duty at Paraw Race




Last February 21, 2010, ICER medical team hit the beach at Arevalo for the paraw regatta race. It was a whole day activity for the team ICER. We have several injuries on the final heat.


The event turn out good. No major injuries was reported.


Good Friday Fire Call at San Isidro, Jaro








On Good Friday, ICER receive the fire call at the back of St. Joseph the worker Chapel at 4:45pm. Together with BFP, ICAG, Federation Fire and our JB Lucky Fire Volunteer (ICER Fire Volunteers), rush towards Jaro.

It was two houses totally burned and one partially burn.

ICER assist with BFP, ICAG & Federation Fire on fire fight as well as security & crowd control at the location. We also provide medical treatment when fire fighters are suffocated with chocking smoke at the seen. At list two fighters where suffocate.

Capsize Bangka with 2 passengers at Good Friday Search & Rescue



Two person reported on Good Friday capsized bangka. ICER dispatch for search and rescue. The two reported going towards Bala-an Bukid in Guimaras. When there bangka capsized at the middle of Guimaras Stright. It was heavy wave reported around that time. It was around 1pm when the bangka capsized. But reported to ICER at around 5:30pm. When family members realized the situation.

Earth Hour 2010 Road Show


Last March 2, 2010 at UPV Auditorium Iloilo, The WWF Philippines formally presented the Earth Hour 2010 on March 27, 2010 from 8:30pm to 9:30pm. Just one hour in joining the earth hour to vote for preservation of our dear earth we live-in. To join switch off our lights for one hour on March 27, 2010 at 8:30pm. This will help even just one hour of shutting off our light.
