Two Nurses hit by a public jeepney without headlight






A night shift staff on the way to the office for his duty. When suddenly two female crossing a pedestrian lane in-front of YMCA in Iznart Street was hit by a Lapaz jeep without a headlights. The two was nurses of St. Paul's Hospital base initial report of ICER Staff (Bernard) on the scene. He quickly report the accident via emergency radio. ICER dispatch Medic 3 on the scene and learn that one of the patient was disoriented. Both patient was brought to St. Paul's Hospital. (ICER-061)

Iloilo Anti-Dengue Operation


The population of Iloilo City has increased for the past decades as well as the outbreak. This incident was prevented only if sufficient knowledge regarding the cause of the disease was made available to the people.

The City Government of Iloilo with the partnership and support of Filipino Chinese Business Club take further steps against the mosquito problem and how to control the danger it could bring. The Crisis Risk Reduction Management Office / Iloilo City Emergency Responder have extended its program and responsibility on Anti Dengue Campaign as the one to spearhead to take measures to control the above problem. The office waste no time to instantly materialized barangay Anti Dengue Campaign.


The first Barangay who benefited the above program was Barangay San Jose, City Proper last November 12, 2011 headed b Brgy. Captain Antonio Coo. It is located in City district with 400 populations, most houses are commonly made of light materials and the area is highly congested. Stagnant canals and water are visible in the area and present a very good breeding ground for mosquitoes.The City Government of Iloilo with the partnership and support of Filipino Chinese Business Club take further steps against the mosquito

On November 26, 2011 the second barangay was Barangay Salvacion Habog-Habog, Molo headed by Brgy. Captain Nestor Munoz. It is located on Molo District, geographical location near river bed with 2300 population, most houses are commonly made of light materials with few concrete houses, the area is highly congested, several household are raising poultry animals for extra income, stagnant canals and water are visible in the area and highly susceptible for mosquito breeding ground.

On the same date the third recipient was Barangay Katilingban, headed by Barangay Captain Jose Maria Cartel. It is also located in Molo District with 1207 population; houses are also made up of light materials. Molo II Elementary School is located in this area. Stagnant canals and water are visible in the area and said to be a good breeding ground for mosquitoes.

On December 11, 2011, there was a reported case of Dengue on Barangay Lapuz Norte. Immediate action was done, partial investigation and planning when to schedule the mist spraying. December 21 & 22, 2012 was the agreed schedule. The team dispatch in the office at about 8:00am and move forward the location. Barangay officials guide the team to where the stagnant waters and areas where large amount of water can be seen. The operation lasted 2 days with a struggle of which some of the Barangay officials were not very supportive. After the spraying the team advises the barangays officials as well as the residents to maintain the cleanliness in the community and be safety conscious.


January 14, 15, 16 & 19, 2012, the third date of the anti-dengue operation. Location is Brgy. Balantang, Jaro, Iloilo City, with a total land area of 156 hectares, number of household is almost 1,000 with 1503 families. The operation lasted for 4 days. The Barangay includes 1 subdivision named Lawaan Subdivision with 8 streets, 2 primary schools, Balantang Elementary School and Sacred Heart Lawaan.

During the Iloilo Dinagyang Festival, the Anti Dengue Operation Team of Iloilo City also shared their contribution. The City Mayor of Iloilo City, Hon. Jed Patrick Mabilog requested the team to spray all the festival judging and billeting areas for the safety of the entire contingent coming from different towns and municipalities, visitors and spectators to the said festival. Area includes Bakhaw Elementary School, A. Mabini Elementary School, Iloilo National High School, Iloilo Freedom Grandstand, Iloilo Capitol Grounds, Corner Luna St. and Bonifacio Drive, Lapaz fronting Gaisano City Mall and Iloilo Sports Complex. The Operation was done during late afternoon and night of the following dates January 18, 19 & 20, 2012.

On February 7- 10, 2012, schedule area for Mist Spraying is Barangay Camalig, Jaro, Iloilo City, with the leadership of Brgy. Captain Nestor Luma. Total land Area is 144 hectares, with 488 households and almost a thousand of families living in the said barangays. The Operation lasted for four days due to bad weather condition.

Barangay Cubay, Jaro, Iloilo City was scheduled Febuary 11, 14, 15, & 16, 2012. It is the third largest Barangay in Jaro District with 81 hectares land area, under the leadership of Brgy. Captain Renato Villegas. The barangays includes 7 Private Subdivisions that excludes the St. Joseph Seminary, two Primary schools, one private the Philippine American School and public Cubay Elementary School.

This coming June is the opening of the school year of 2012 the Iloilo City College in Molo, Iloilo City will be accepting students. So the good mayor Hon. Jed Patrick Mabilog requested to spray the newly build school in contribution and preparation. The team meticulously checks and spray the whole building even the immediate surroundings of the school.

Last barangay scheduled this Febuary was Brgy. South Baluarte, Molo, Iloilo City with a reported fatal case of dengue which killed a 6 year old child who is not a resident of the said barangays but only relatives. They ask the barangays officials for financial support. In response to this, the anti dengue operation team responded to the area and planned together with the barangays officials for the immediate action. 25 of February, 2012, the team dispatch in the area at 9:00am and lasted for four hours. The barangay official were very thankful for the immediate response of the city to eradicate if not to lessen the spread of Dengue H fever cases here in the city of Iloilo.

The Anti Dengue team is headed by Engr. Jose G. Papa, Officer in Charge, Darwin Joemil G. Papa - EMT-A, Medical Response Officer, and Aicila Ayn M. PleƱago – EMT-B, Operations Officer. During the operation the Anti Dengue team thoroughly conducted eradication of mosquito on foot walks, irrigation canals, school classroom, houses, storage area, stagnant canals and water deposits and especially suspected mosquito breeding ground, however, the team is careful not to

spray the chemicals on household pets, poultry animals, and drinking water and especially on the people living on that area.

Indeed, the operation was successful because most residents if not all of the mentioned barangays showed their full support and cooperation during the operation and we will continue it until all the 180 barangays of Iloilo City will be finished mist spraying for anti dengue. Above all, the continued support of the City Government headed by the City Mayor Jed Patrick Mabilog and sincere cooperation of its people is the key in achieving the goal of this program.

Vehicular Accident in-front of Iloilo City Community College





A click before three in the afternoon, today, Molo Police Patrol alerted ICER to response to a motorcycle accident in-front of Iloilo City Community College. A taxi side-sweep a scooter heading towards City proper. On board was two riders on the scooter. Both was reportedly injured, Police said. ICER Medic 3 ambulance proceed to the scene immediately with four registered nurse, a paramedic-advance / documentor and a driver / communicator to accommodate the two patient. Arriving at the scene, emergency responders assess both patient and gladly all have minor injuries. We reported to base the assessment and police told ICER that they will proceed to WVSU Medical Center for medico-legal. But both patients told that there recommended hospital is Iloilo Doctors Hospital. We proceed and endorse both patient to IDH. (Photo/Article: ICER-061)

Unlucky Guy Caught in Gang Rumble





A night may be a time to rest for others who had a day job. For others, its time to unwind and watch TV, dinner with love ones or surfing the net after dinner. But some are making the night unsafe to people who is head home from friends house. Just like this night. Around pass 9 in the evening, a male walking was ambush by a gang who wanted to make some scene on the street to make a stand that the street are owned. Unlucky for this patient we was the victim of the night. Police called ICER for a first aid while the patient complain on the complains desk at Police Station Mandurriao. ICER Medic Two headed towards the north-west of Iloilo City to the station and assess the patient if any other injuries he acquired for the gang. IV insertion at Calumpang



Our Iloilo City Emergency Responders (ICER) team sometimes called for different reason in medical or trauma cases. On March 7, 2012 at around noon, we was called to insert Intra-Venus for a illed Lolo in Calumpang. Patient's folks ask to IV the patient. Dr. Pia our Medical Director and Senior Registered Nurse Beth and Paramedic-Advance Blair and Senior Ambulance Driver Jimmy was dispatch to the scene. Bike Accident at China Town



A call from traffic and police radio alerting ICER to proceed to Iloilo China Town at around 3:30pm March 8, 2012. Medic Three was dispatch in the said location. On board was three Registered Nurse, a Paramedic-Advance and our driver. We has informed that the male patient was hit at the wrong side of the road by a L300 van and patient is intoxicated. The patient slightly disoriented and confuse. Responders notice a strong whiskey smell from the mouth of the patient. The male patient was not badly hurt and a slight lamp on the left leg. No other injuries was found and responders was thorough check with the patient. We transport to the patient's house to be endorse a a folk or guardian. While we headed on the location of patients house. He directs our ambulance to the wrong side of the road towards the house. Our driver was quickly reverted to the other side while the patients insist to go to the wrong side of the road. At the patient's house, we was inform by the close friend of the patient folk that this patient always in a bike accident when ever he was drunk. We let the patient rest to there house and headed to another call-up that afternoon. (ICER-061)

Unexpected Surprise, A donation of equiptment




A couple arrive at the doors of the Iloilo City Disaster Risk Reduction Management Office at the left wing of Freedom Grandstand in Peralta corner JM Basa Street and looking for Mr. Darwin Papa. At that time, Mr. Darwin Papa our Medical Response Officer was at the meeting with our City

Mayor Office with the weekly report. At the office, Engr. Jose Papa our Officer-in-Charge
entertained the couple. The man told Sir Papa that he wanted to donate the equipment for the ICER response team. He notices that ICER is locking of equipment and saw it on this website (www.icerph.blogspot.com). They endors the donated equipment to Sir Papa and told that they will return with additional equipment. To Sir and Ma'am Delfin, Thank You very much and more power to both of you. Pedestrian accident while crossing






March 6, 2012, just after the fire call. The remaining team on the office receive a call asking for help in the pedestrian crossing in Aldeguer corner J.M. Basa Streets in downtown Iloilo. A female crossing the pedestrian lane suddenly tumbled in use to be reflector on the streets. The damage street reflector was long been complained by people use to cross this street. One man approach us that this street reflector was been several accident already even ICER didn't existed way back before 2003. The man also stressed that this damage street reflector will be remove. While this man complaining to us about it. Another person passing the pedestrian lane suddenly tumbled by this damage street reflector but quickly averted. The female patients requested to be check thoroughly in out patient department in a private hospital in Jaro. She also request ICER to transport her. (Content: ICER-061 Photo: 061 & GRD)

First Fire Call in March 2012






On March 6,2012 at pass three in the afternoon, the weather was dry and hot with temperature raising around 32 degrees Celsius. The office receives a call from Housing Mandurriao. A fire blazing from one part of the house saw by the caller. The callers house just near the location of the fire. And at the same time, the Bureau of Fire Protection also receive from another callers that there is a fire going on. Iloilo City Disaster Risk Reduction Management Office dispatch ICER team to the area at around 3:07pm the same time with BFP Fire Truck & Ambulance rush to the scene. ICER Medic 3 ambulance reached to the scene and the BFP radio declared "fire out and under control". BFP Molo and Jaro fire truck was first on the scene. ICER team quickly proceeds to the scene and have one patient. The patient suffers from inhalelation of smoke just beside the burning house and was introduce H2O at the scene. In addition, no one was hurt and BFP declared investigation under way what cause by the fire to break out. ICER team pulled out and head back to office. (ICER-061)

Calumpang Motor Vehicle Accident





At around 9:40pm (March 4, 2012), Molo Police reported to ICER that there is a motor vehicle accident in Calumpang. They also added that on the field little schetchy info they receive from them. ICER proceed on the scene and found out two patients. After assessing both patient they info ICER office for vital signs to relay to the hospital (Western Visayas Medical Center) in Mandurriao. And after confirming the hospital, ICER Rescue One Ambulance proceed to the hospital. (ICER 061)

Head-on Collition in-front of Nelly's Garden Jaro


At around 7pm (March 4, 2012), I was there making a turn towards City Proper in Jalandoni, Jaro from SM City Iloilo in Mandurriao. And called our base through emergency radio that two motor cycle head-on collition in-front of Nelly's Garden in Jaro. Also at the seen one of Traffic Management officer also present. The Traffic Officer use my radio to call there base to report the motor vehicle accident due to his radio low battery at that time. ICER base info that rescue one ambulance proceeding at the seen. One of the patient sustained minor injuries and stay at the scene. One was quickly brought by his friend to WVSU Medical Center with three fingers severely cut. Patient refuse to be brought to Hospital. (ICER 061)

Today, the Iloilo City Disaster Risk Reduction Management Office initiated anti-dengue spraying in Iloilo City Community College in Molo. The building was sprayed today at around8:00am and was completed at around 9:30am.

Fire call in 4 Baragay in Iloilo City at the last day of Dinagyang Celebration

It started at around 5:30pm ends
around pass 9:00pm at
Brgy. Malipayon, Tanza-Esperanza,

Delgado-Mabolo &
Tanza-Bonifacio. It reach the general alarm at around 6pm. When the fire uncontrollable reach the level where all Iloilo City fire trucks reach on the bottom level of their water supply and event the water tanker didn't reach in time due to the celebration of Dinagyang and all provincial fire trucks didn't arrive on time also due to the heavy traffic in Diversion Road in Mandurriao that all the provincial pass through as their general passage.
